The housing scheme has been largely ignored by various governments in Pakistan. It never moved beyond mere political slogans. If something was done at the government level, it would not go beyond some desire and dialogue. And not even put it on a drawing table.
Pakistan currently faces a total housing backlog of 11-12 million housing units. The shortage of urban houses is said to be around 4.4 million. Pakistan’s urban population is one-third of the total population, which is expected to reach 50% by 2050. Most of the urban housing backlog is in low and lower-middle-income segments of the population.
WORKING OF PROJECT
On the supply-side, the housing developer industry has been active in supplying units. Supply to middle and upper-middle segments of the population. And largely live-in illegal habitat, squatter settlements, and slums (Kitchi Abadi’s). Housing supplies for low and lower-middle segments are commonly termed as Social Housing Segment. The housing market for upper-middle segments of the population is known as Market Housing Segment.
Pakistan’s population has grown rapidly over the past two decades. It has crossed the 200 million mark. According to a study, there is a shortage of about 10 million houses in Pakistan. There is a reason behind this dire situation. In Pakistan poverty is on the rise, making it difficult for people to own a home. To overcome this dilemma, Prime Minister Imran Khan has recently launched the PM Housing Scheme.
It plans to build 500,000 affordable homes with the help of private investors. It is a great initiative if the government succeeds in putting it into practice. Chairman New Pakistan Housing and Development Authority (NAPDA) Lt. Gen. (retd) Anwar Ali Haider said on Friday. The six commercial banks that formed the consortium to finance the Prime Minister’s NPHP will start lending from next week. Anwar Ali Haider addressing the seminar under the guidelines laid down by the State Bank of Pakistan (SBP): –
“Opportunities in Naya Pakistan Housing Scheme for Members of Association of Builders and Developers (ABAD)” via video from Islamabad. Prime Minister Imran Khan and his team were working hard. Promoting the housing and construction sector in the country.
While ensuring soft loans and easy availability of land for the construction of low-cost houses. Fulfilling a common man’s lifelong dream of owning a home. He said that New Pakistan Housing Scheme should be made a great success. Federal government had taken important decisions which included a fixed tax regime for builders and developers.90% tax relief and incentives to private banks for financing this revolutionary housing scheme.
Banks have struggled to provide soft financing for low-interest housing. But the government had taken steps to ensure the provision of house-financing loans at 5 to 7% interest rates. The lending banks would get some incentives. I hope that the banks nominated for this housing program will start introducing their products next week. ABAD Chairman Mohsin Sheikhani said: Pakistan is facing a shortage of more than 12 million houses. For the past seven years, ABAD has been working to tackle the problem by providing low-cost, affordable housing. ABAD had provided information about low-cost housing schemes to PM Imran Khan. He had taken this beginning as part of his election manifesto. He made the choice as part of his election manifesto.
Provision of 5 million low-cost houses to the people of the country. He said that Sindh Chief Minister Syed Murad Ali Shah during a meeting with builders here. The project was promised approval within 15 days of the submission of the final documents. He also promised to provide land for starting low-cost houses in the province. Similar to Punjab and Khyber Pakhtunkhwa.
Zia Gham Rizvi, Chairman, New Pakistan Housing Task Force, said this after taking an in-depth presentation on housing. And in the construction sector, and 72 related industries, the Prime Minister had decided to strongly promote the construction industry.
This was the only industry that had the potential of providing an enormous number of jobs. It’s too skilled and unskilled workforce along with shelter to the people. He said that Pakistani banks had provided housing loans of only Rs. 106 billion. The last in 70 years, it has been only 0.23% of GDP. Now, the government has developed a 10-year housing plan.
Shabbir Zaidi, a former chairman of the Federal Board of Revenue, said low-cost housing was possible. Only when housing financing was available at very modest interest rates. It would be practical and to provide house financing and land free of cost. He said that for the success of the New Pakistan Housing Program.
HBL’s Head of Islamic Finance Saleemullah Sheikh and Meezan Bank’s General Manager Tanveer Hussain said: “Banks are ready to provide 80% financing for low-interest housing schemes.” Sindh Building Control Authority Director-General Ishkar Dawar said he would approve the building plans. Within 10 days of submission of complete documents and formal documents. And assured all possible cooperation in the implementation of the projects.
Conclusion
This project is quite ambitious likely to cater to the low-middle class of the country quite well. This project is not possible due to the country’s financial situation. As the houses will be built with private sector partnership which means that the private sector has to take loans from commercial banks to develop a project of this stature. The SBP will have to provide some kind of financial subsidy to the builders. Right now, registration for the New Pakistan Housing Scheme is closed.
